Gang-rape of girl by teachers: SHC summons police officials

SUKKUR: The Sindh High Court, Sukkur division bench, issued notices to the DPO of Khairpur and the SHO of Faiz Ganj, ordering them to appear before the court on October 30 to explain the reason of their failure regarding arrest of the accused, allegedly involved in the gang rape of a class X student, Asma Khand.

The bench, comprising Justice Athar Saeed and Justice Muneeb Akhtar, issued these orders on Tuesday, on a constitutional petition filed by girl’s father Faiz Mohammad Khand through Shabbir Shar Advocate.

The counsel for the petitioner stated before the court that nine days ago Asma Khand, daughter of Faiz Mohammad Khand, who is a student of class-X in the Government High School Bingo Behan, was lured and taken to the house of one Iftikhar Jatt by her friend and classmate Saima daughter of Iqbal Jatt. Saima is said to be a close relative of school teacher Shoukat Jatt.

He stated that when Asma reached there, three teachers of her school including Shoukat Jatt, Ghulam Mustafa Rajpar and Imtiaz Rajpar raped her.

Following the incident, father of the girl lodged a FIR against Shoukat Jatt, Iftikhar Jatt, Saima Jatt, Imtiaz Rajpar and Ghulam Mustafa Rajpar. Out of them police arrested only two accused — Shoukat Jatt and Iftikhar Jatt– while accused Ghulam Mustafa Rajpar and Imtiaz Rajpar were still at large, as the police were reluctant to arrest them, as they were having connections with the leaders of ruling party.

After hearing the counsel for the petitioner, the bench issued notices to the DPO Khairpur and SHO Faiz Ganj ordering them to appear before the court on October 30 to explain the reason of their failure in arresting the remaining accused.

Our Larkana correspondent adds: The district and session judge Larkana, who is also the director of human rights, issued notices to the District Coordination Officer (DCO) , Executive District Officer (revenue), district officer revenue, secretary market committee Larkana to appear before the court on Thursday.

The notices have been issued on an application moved by Qadir Bakhsh Bhatti Vice President of the District Bar Association Larkana regarding unchecked price hike.

In his application, Mr Bhatti has pointed out that both small and big traders were selling oil, meat, pulses, vegetable and other commodities in the market at a price of their own choice. Referring to his earlier application on September 26 about the burgeoning prices, he said that in the light of the directives of the district and session judge, he had submitted an application to the DCO Larkana but to no avail.

He requested the district judge to take appropriate action against increase in prices of essential commodities and provide relief to the common people. The secretary market committee was asked to appear on Thursday, with the price list of vegetable and fruits.
