7,015 cases of HR violations registered this year

Islamabad – As many as 7015 cases of human rights (HR) violations were registered during this year and referred to relevant department for redressal.

Official sources informed that establishment of HR ministry, National Commission for Human Rights and a toll free legal helpline for legal advice 1099, are the major steps to improve the HR condition in the country.

Besides that, they said work on a number of legislations and policy initiative were also done including Hindu Marriage Bill 2014, Christian Marriage Bill 2015, Divorce (Christian) Bill 2015, Criminal Law (Amendment) Bill, 2015 to raise minimum age of criminal responsibility, exposure to seduction, child pornography, trafficking and sexual abuse.

Moreover, draft bills on National Commission on the Rights of Child Bill, 2015, Juvenile Justice System Bill, 2015, Islamabad (ICT) Child Protection and Welfare Bill, 2015, National Action Plan for Human Rights, Model Policy for Home Based workers, Women Empowerment Package, Model Policy on Ending Violence against Women and Girls, National Policy Framework on Human Rights to safeguard HR violations in Pakistan and Preparations for Module for Capacity Building of relevant federal and provincial departments responsible for implementation of HR Conventions.

Regarding internal commitments, they informed that they are following four obligatory reports on ratified Human Rights Conventions submitted to UN Treaty Bodies.

These reports are 5th Periodic Report on Convention on the Rights of Child, Pakistan’s 21st, 22nd, 23rd Periodic Report on Convention on the Elimination of all Forms of Radical Discrimination, Pakistan’s initial Report on International Covenant on Economic, Social and Cultural Rights and Pakistan’s initial report on International Covenant on Civil and Political Rights.

Furthermore, they said they also established Treaty Implementation Cells at the federal and provincial levels including Gilgit and Baltistan and Azad Jammu and Kashmir. The Urdu translations of ratified Human Rights Conventions and United Nations Guidelines were also published.

He said preparations of Initial Report on Optional Protocol to United Nations Child Rights Commission (UNCRC) on the sale of children, child prostitution and child pornography has also been done during this time span.
