Short film on Chitral suicides wins awards in New York

CHITRAL: An Urdu short film on the growing incidence of suicides by women in Chitral recently won three awards at the World Film Festival in New York.

The festival coincided with four more suicides in the region.

Produced by Nighat Akbar Shah and directed by Shoaib Sultan, the 30-minute ‘Darya Ke Iss Paar’ revolves round a young woman, Gul Zareen, who develops psychosomatic problems in her teenage due to the bad behaviour of the people close to her. The issues become complex after marriage.

Her parents, husband, relatives and friends around her failed to understand her complexities, so her condition deteriorates to such an abyss of frustration that she jumps into the river to end life seemingly to get rid of her agony.

Writers of the story Mir Hamza, Syed Tayyib Raza and Shoaib Sultan have tried to sensitise and awaken the society to the situation and realize the issues confronted by the distressed women, who resort to the extreme step of killing themselves.

Gul Zareen is subjected to both mental and physical torture by male members of family, including husband adding to her agony and depression. She finds very few people to console her.

The story has successfully highlighted the factors, which force women into preferring death to life. In more than 90 cases, they commit suicide by jumping into the river

The film has claimed the best director, best actress and best story idea awards in the competition in which 96 films participated.

Film director Shoaib Sultan, who is based in Lahore, told Dawn that producer Nighat Akbar Shah, who belonged to Garam Chashma valley of Chitral and was settled in the US, was a social activist working for the women’s rights and it was her effort to use the medium of film to create awareness of the women’s social issues responsible for growing suicide incidence.

He said the issue had been exposed in the context of the local environment of Chitral and Gilgit-Baltistan, which shared social environment to a high degree and were known for superb scenic beauty.

“The writers studied and deeply analysed the ground realities and facts before developing the synopsis of the story and developing itfor which they toured and stayed in the area while the shooting of the film was carried out in Garam Chashma, one of the most beautiful and picturesque valleys of Chitral,” he said.

Explaining the significance of the film’s name, he said it was meant to send out the signal that the local people have to stick to own place in the face of problems and that the jumping into the river was not the solution of the problem.

“It also meant that the local people should rely on their potentials and resources and come out with solutions and ways to translate it into action instead of looking to outsiders for help,” he said.

Mr Sultan said it was his debut job as film director and he did not expect such a world level acclamation.

“All this [accomplishment] happened due to our dedication to the cause, which addressed one of the delicate issues.

The director said Hiba Aziz hadn’t performed such type of role in any drama or film in the past but her performance was par excellence here, while except two auxiliary characters of villagers, all belonged to Punjab.

Minor girl’s body recovered from freezer

ISLAMABAD: A minor girl was killed accidentally by her father’s aunt in the capital’s rural area, police said on Saturday.

The five-year old went to the house of her father’s uncle located in Azeem Town in the limits of Sihala police on April 29.

The uncle’s wife was washing clothes and over a petty issue she slapped her. The girl’s head hit a wall after being slapped. She started bleeding from the nose and mouth and died shortly, said the police.

The woman informed her husband about the incident and both then allegedly concealed the body in a deep freezer. After a couple of days, a daughter of the couple opened the door of the freezer and saw the body and got frightened.

When she started shouting, the neighbours gathered and informed the father of the deceased girl, the police said.

According to the police, the woman’s husband offered a six-marla house to the victim’s father on the condition that he would not register a case. Later, they took the body to their native town in Gujar Khan and buried there.

An informer alerted the police about the incident on May 12. The police got it confirmed from the neighbours and later detained the woman’s husband who confessed to the crime. However, the woman who allegedly killed the girl disappeared from the area

The police have registered a murder case against the couple.

Sindh High Court wants probe report in Darul Aman rape case submitted in time, offenders tried

KARACHI: The Sindh High Court has directed the police to submit the investigation report before the court concerned within the stipulated period in an incident of rape of inmates of a Darul Aman and all offenders be sent for trial.

A single-judge SHC bench headed by Justice Salahuddin Panhwar also expressed concerns over the safety of women residing in Darul Amans and directed the deputy inspector general of police (Special Security Unit) to depute women police constables round the clock in the four Darul Amans of Sindh and ensure the safety of the inmates.

It also ordered the provincial home department to ensure that at least one women’s police station was established in every district of the province and all the posts be filled within three months in accordance with the recruitment rules.

The bench further directed the home secretary to submit SNEs (sanctioned new establishments) regarding women police stations within a month for approval and told the secretary of the finance department to provide required assistance. The court said that the approval of SNEs be made within 15 days.

It told the women department’s secretary to ensure that CCTV cameras were installed inside all the Darul Amans and the assistant inspector general of police (AIGP-Legal) to put in place this facility in front of the Darul Amans and safe houses for women to ensure the safety of the inmates.

Court calls for establishment of women’s police stations in all districts

On the last hearing, the bench had ordered the registration of an FIR against an official of the Sukkur Darul Aman after it was informed that during a judicial inquiry conducted by the district judge a senior clerk was found involved in the rape of inmates. It had further directed the investigating officer to examine the acts and omissions of the then director of social welfare, Sukkur, and the then secretary of the social welfare department in that regard and prosecute them if abetment was constituted.

At the outset of the hearing, a compliance report was filed on behalf of the DIG and SSP of Sukkur while the AIGP-Legal also informed the bench that a case had been registered regarding rape offences.

The investigating officer of the case contended that he would conduct investigation without being influenced by any pressure.

The bench directed the AIGP-Legal to supervise the investigation and the investigation report under Section 173 of the Criminal Procedure Code be submitted before the magistrate concerned for further proceedings within the stipulated period and all offenders having a role in this serious crime be sent for trial.

While referring to its previous order about women police stations, the bench confronted the home secretary about compliance. He contended that women police stations were yet notified by the department though they had established some women police stations in different districts without SNEs and a notification.

He assured the bench that all SNEs, as well as the proposal, would be submitted for final approval with the consultation of the finance department regarding women’s police stations.

The bench warned that it was the second undertaking and if the home secretary again failed to comply with, it would bring legal consequences. It also directed the finance secretary to extend all cooperation about SNEs.

The bench observed that not only the Constitution but our religion provided great respect and honour to females and undeniable protection was to be provided to them, hence the home department must ensure that in every district at least one women police station was set up.

It deplored that there were only four Darul Amans, one of them operating under the control of the private sector, in the whole province and said that the secretary of the women development department was required to provide protection to the three government-run Darul Amans at Sukkur, Larkana and Hyderabad as the incident of rape with inmates showed complete malfeasance and misfeasance of officials.

At this juncture the secretary for the women development department contended that they had removed all male staff from the Darul Amans except the gatekeepers and maintained that two more Darul Amans were under construction in Jacobabad and Mirpurkhas.

However, the bench observed that in view of the population there should be a Darul Aman in every district and added that the inmates should also be provided vocational training in order to enable them to achieve financial independence.

It directed the women development department secretary to provide every possible assistance for surprise visits to Darul Amans by a team of two amici curiae, deputy prosecutor general and assistant prosecutor general.

The bench also called reports from the district and sessions judges concerned regarding the functioning of the safe houses for women as was earlier ordered.

Besides, it also sought a compliance report about it on one of the previous orders for establishing borstal schools/centres for girls who are victims of forced marriages or intended to continue their study but due to traditions of their families could not do so.

Woman beaten to death in Kasur

KASUR: A woman was beaten to death and her husband was inflicted injuries over registering a theft case in village Sttoki.

Safdar registered a case against accused Babar and others of the theft of buffaloes.

The accused and his accomplices entered Safdar’s house and tortured him and his wife, leaving her dead on the spot.

Teenage girl found dead

The body of a teenage girl was found in a makeshift shelter in Gulistan-e-Jauhar’s Block 8 on the first day of Eid-ul-Fitr.

Rescuers transported the body to Jinnah Postgraduate Medical Centre for an autopsy where she was identified as 13-year-old Fatima, daughter of Ejaz. According to police, the girl’s parents died a few years ago and she used to live with her paternal uncle, Nadeem.

Police said torture marks were found on the victim’s body. The neighbours told police that her uncle used to torture her whereas, the victim’s uncle said the girl was ill. Police had detained the suspect and initiated an investigation. Police was waiting for the postmortem report to ascertain the actual cause of death.
