Judicial Commission of Pakistan (JCP) recommends Justice Hilali as Peshawar High Court chief justice

 

ISLAMABAD: Days after being appointed as acting chief justice of the Peshawar High Court (PHC), the Judicial Commission of Pakistan (JCP) has recommended the name of Justice Mussarat Hilali for appointment as the regular chief justice of the high court.

The JCP unanimously recommended the appointment of Justice Hilali — senior judge and acting chief justice of the Peshawar High Court — during a meeting of the JCP held under the chairmanship of Chief Justice Umar Ata Bandial.

The commission sent its recommendation to the parliamentary committee for approval.

On April 1, the high court got its first woman chief justice as Justice Hilali took the oath of her office.

Upon the retirement of PHC Chief Justice Qaiser Rashid Khan on March 30, the most senior judge of the court, Justice Noorul Amin Khan was appointed as the acting CJ. But his stint lasted a day only.

After Justice Khan’s retirement on March 31, a day after he took over as the acting CJ, Justice Hilali was appointed as the first woman acting chief justice of the PHC.

The president appointed Justice Hilali as the acting CJ until the appointment of a regular chief justice.

CJ Hilali’s tenure will end in August. She will serve as the chief justice of the PHC for five months.

Women share in faculty, admin increasing

 

LAHORE: Aiming to address the equity gap in women’s higher education leadership, the three-month-long first Women Leadership Programme in connection with the Women Empowerment through Women Involvement in Learning and Leadership of the University of Veterinary and Animal Sciences (UVAS) concluded at the city campus on Thursday.

Vice-Chancellor Prof Dr Nasim Ahmad said that female strength has increased by 50 percent in the faculty and administration of the UVAS in the last two decades, and they have equal rights and perform their duties with full of dedication.

He said such women leadership programmes are necessary to arrange continuously in a year for enhancing leadership, financial management, administration, and governance skills in women.

Earlier, Prof Dr Hafsa Zaneb spoke about various inquiry (awareness, research-based, networking) projects submitted by UVAS female faculty members related to empowering women by making their needs count, awareness about workplace ethics, attitudes, and practices among female students in universities; raising awareness about the importance of women in a leading academic position in higher education in Pakistan; stress management at the workplace; the challenges of the woman in a leadership position in universities; a qualitative assessment of the challenges faced by Pakistan female leaders; the UVAS women’s book club; and networking and capacity building among female administrative staff.

During the women’s leadership programme, experts from national and international institutions delivered lectures on leadership, governance, gender issues in academia, equity, sexual harassment, networking, career trajectories, and financial management to participants.

President upholds order dismissing woman’s harasser from service

 

ISLAMABAD: President Dr Arif Alvi on Thursday upheld the penalty of dismissal from service of the Assistant Vice President of Zarai Taraqiati Bank Limited after it was proven beyond doubt that he had sexually harassed a female employee of the bank.

The president also enhanced the fine of Rs500, 000, imposed by the Federal Ombudsperson for Protection against Harassment of Women at Workplace to Rs600, 000, considering the serious mental trauma he must have caused to the victim, said a statement issued here.

The president gave this decision while rejecting a representation filed by an Assistant Vice President ZTBL (the accused) against the decision of Federal Ombudsperson for Protection against Harassment of Women at Workplace.

In his decision, the president stated that the accused had failed to point out any irregularity in the proceedings conducted by the Ombudsperson, which were based on the true appraisal of evidence.

The president also upheld the order that since the complainant had been terminated from service in utter violation of the law and rules, conducting no regular inquiry against her and providing no opportunity of hearing to her, the termination order of the victim was illegal and unlawful and could not stand intact.

He further upheld the Ombudsperson’s direction that it would be deemed as if no order of termination was made and the complainant was still a bank employee, and she would be entitled to all her benefits till today.

The president rejected the representation by stating that the accused failed to cross-examine the complainant on vital aspects of the matter, the allegation of sexual harassment and hence for that matter the said allegations were presumed to be admitted and proved on record. He noted that the evidence produced by the complainant seemed credible and confidence-inspiring, whereas the accused had been unable to shatter or discredit the evidence adduced by the complainant.

The statement said that a female Officer Grade-II (the complainant) working at ZTBL’s branch in Gujranwala had filed a harassment complaint against the accused before the Ombudsperson’s. She had alleged that the office of the accused was in proximity to her office and was caught recording her videos on his mobile phone.

During the inquiry proceedings before the Ombudsperson, the complainant produced her affidavit where she stated that the accused had sexually harassed her and he had physically touched her. In her cross-examination, the accused did not ask any question on denial of the specific allegation of sexual harassment.

The accused was held to be guilty of sexual harassment of the complainant beyond any doubt and liable to be awarded punishment in terms of the Protection Against Harassment of Women at the Workplace Act, 2010.

The Ombudsperson had recommended the penalty of his dismissal from service along with a fine of Rs500, 000, payable to the complainant as compensation for the hardships she faced at the hands of the accused.

The ZTBL management was also instructed to install CCTV cameras and biometric systems in every branch of the bank to monitor the activities of the employees.

‘Women participation in elections is imperative’

 

QUETTA: Baluchistan Election Commissioner Sharifullah has said the electoral process is incomplete without the participation of women.

Speaking at a meeting here on Thursday, he said the Election Commission of Pakistan is determined to include women in the electoral process.

Currently, he said, a campaign for women’s identity cards and their vote registration is going on in two districts of Balochistan — Quetta and Pishin — and it will soon be started in six more districts — Kalat, Chagai, Nushki, Khuzdar, Sibi and Washuk.

Mr Sharifullah said there is also a need to highlight the importance of vote among women so that they could exercise their right to franchise.

Inspector General of Police (IGP) assures Shehla Raza of cooperation in ensuring justice for women

 

Sindh Minister for Women Development Syeda Shehla Raza called on provincial police chief Ghulam Nabi Memon at the Central Police Office on Thursday and emphasized the need for police cooperation in ensuring justice for women.

Officials said the minister also conferred with the inspector general of police on other issues pending with the Sindh police. She said the Women Complaint Cell, Darul Aman, 23 safe houses under the department were actively working to protect the rights of women and girls and to solve various problems faced by them, and help and cooperation of the police in this regard was an important need.

During the meeting, Karachi’s Additional IG Javed Alam Odho said regular instructions had been issued to the in-charges of all complaint centers working under the police to ensure regular contact with the Women Development Department so that the rights of women and girls could be protected and crime against them prevented. He suggested that a WhatsApp group should be formed for timely sharing of information, complaints and issues, and to follow them.

IGP Memon assured the provincial minister that the police would extend all possible cooperation to women and girls in addressing the problems and difficulties faced by them, protecting their rights, and preventing crime against them.

He directed the police to not only register FIRs for timely resolution of crime against women and girls and resolution of their problems, but also to provide them justice as soon as possible through effective investigations. He said the data of crime against women and girls should be shared with the Women Development Department so that prevention of such crimes could be ensured together.

IGP Memon said contacts with the department should be strengthened at all levels. The meeting was also attended by the DIGs of Sindh headquarters, establishment, and South, East and West ranges, among others.
